Primary vs. High School Certificate Rules in Turkey: What's the Difference?
When a student transitions from middle school to high school in Turkey, they often experience a shock at the end of the first semester. A student might think, "I had these exact same grades last year and got a Takdir, why am I not getting one now?"
The answer lies in the legal framework. The Ministry of National Education (MEB) has two distinct sets of regulations: one for Primary Education (İlköğretim, which includes middle school) and one for Secondary Education (Ortaöğretim, which means high school). The rules for earning certificates change significantly between the two.

1. Are the GPA Requirements the Same?
Yes, the fundamental GPA thresholds are identical across all grade levels:
- 70.00 to 84.99: Certificate of Appreciation (Teşekkür)
- 85.00 and above: Certificate of Merit (Takdir)
While the required averages do not change, the "sub-conditions" to receive the certificate become much stricter in high school.
2. The Difference in "Passing Grades"
To get any certificate, a student must not have any failing grades on their report card. However, the definition of a "failing grade" changes based on the institution:
- Primary & Middle Schools: A student must score at least a 45.00 out of 100 to pass a course. Therefore, a grade of 45 is a "pass" and does not block the student from receiving a certificate.
- High Schools: The academic standard is raised. A student must score at least a 50.00 out of 100 to pass a course. A grade of 49 is a "fail," and having even one 49 on the report card immediately disqualifies a high school student from receiving a Takdir or Teşekkür.
3. The Strict Attendance Rule
The most drastic difference between the two levels of education is how attendance is handled regarding certificates.
- Primary & Middle Schools: There is no explicit rule tying unexcused absences directly to the disqualification of certificates (unless absences are so severe that the student fails the year entirely).
- High Schools: High schools implement a strict 5-day rule. If a high school student has more than 5 days of unexcused absences, they are entirely disqualified from receiving any end-of-term academic certificates, regardless of their GPA.
